In this year a general congress of the Peloponnesian states convened at Sparta. Complaints were uttered against Athens by the Aeginetans, the Megarians, the Corinthians and many others. The Corinthians also said that Sparta was not doing her duty as head of the Peloponnesian League, and in consequence of this the Spartans decided to declare war on Athens.
