The concept of the welfare state has a rich history, spanning across different countries and time periods. In 1904, the Pension Office in January employed Special Examiners to ensure that individuals received their rightful pensions. This initiative aimed to provide financial support for those who had contributed to society throughout their lives. Fast forward to 1939 in Calipatria, California, where pea pickers eagerly awaited the issuance of surplus commodities at the FSA office. Dorothea Lange captured this poignant moment, highlighting how welfare programs sought to alleviate poverty and provide basic necessities during times of economic hardship. During this era, British politician David Lloyd George played a pivotal role in shaping social policies. His National Health Insurance Act of 1911 introduced healthcare coverage for all citizens.
