Born on March 2, 1802, in Edinburgh, Scotland, Cockburn studied law at the University of Edinburgh and was called to the Scottish Bar in 1825. He later moved to England and was called to the English Bar at the Inner Temple in 1831. Cockburn's legal career began in earnest when he was appointed a King's Counsel in 1841.
