Born into the noble Percy family, he held the title of Lord Warkworth until his father's death. A British Conservative politician, Earl Percy rose through the ranks of the party, serving under Arthur Balfour in significant roles. In 1897, he was appointed as Under-Secretary of State for India, demonstrating his competence and dedication to the British colonial administration. Two years later, Earl Percy was promoted to the position of Under-Secretary of State for Foreign Affairs, further solidifying his standing in the Conservative Party and the British government.
