The commission for military reorganisation, part of the Prussian Reform Movement, took place at Konigsberg (now Kaliningrad, Russia). The two men in the foreground are General August Neidhart, Count of Gneisenau, and Gerhard von Scharnhorst, Chief of the Prussian General Staff. The man in civilian dress is Heinrich Friedrich Karl vom und zum Stein who introduced the Prussian reforms that paved the way for the unification of Germany.
