Having been forced to leave London due to the imminent threat of arrest, Miss Pankhurst found refuge in France, where her position as a political prisoner granted her immunity from extradition. The discovery of her presence in Paris sent shockwaves through the British government, with Prime Minister H.H. Asquith reportedly responding by "taking to the hills" of Dornock, Scotland, in an attempt to evade the media frenzy surrounding the situation.
