Lord Palmerston, the 3rd Viscount (1822-1865), was a prominent British statesman of the 19th century. Known for his diplomatic skills and political acumen, Palmerston served as Prime Minister twice, from 1855 to 1858 and 1859 to 1865. He opened the Hartley Institution in Southampton in 1862 and presented his portrait to the inhabitants of Dover the same year.
