The image is taken from the French publication "L'Album de la Guerre 1914-1919, Volume 2" by L'Illustration, Paris, 1924. The scene depicts a chaotic moment during the July Days Riots in Petrograd (now St. Petersburg), Russia. The Nevsky Prospect, a major street in the city, is filled with protesters, some of whom are running for cover as soldiers open fire.
