This engraving depicts a significant moment in the Ottoman Empire's administrative history, featuring four distinguished figures from the late 19th century. From left to right, we see Grand Vizier Kaim-Mekam, Reis Efendi, and Khadjedhian, a member of the Divan. The Grand Vizier, also known as the Kaymakam or Qaim Maqam, was the highest-ranking official in the Ottoman government and the chief advisor to the Sultan. He is depicted wearing a conical hat, a sign of his high office, and a long, flowing robe. Next to him stands Reis Efendi, the president of the Supreme Council of Judges and Justice, who was responsible for the administration of justice in the empire. He is shown wearing a turban and a long, bearded face, in accordance with the customs of the time. Khadjedhian, the member of the Divan, is the third figure in the image. The Divan was the supreme legislative and executive council of the Ottoman Empire, and its members were the most influential politicians and administrators.
