Joseph and thirty fellow pupils at Shotton Hall County Modern School, County Durham, have had their tattoos done by the same person - Ernie Franks. Durham County Education Authorities are to hold an inquiry into the matter however Mr Franks says the boys bring him notes of consent which appear to be from their parents. 28th July 1964
